Civil Society Development Strategy: CF SSS Participates in Discussion of Action Plan for the Next Two Years

Anna Borysova, Director of Humanitarian Programs at the Charity Foundation “Stabilization Support Services,” participated in a strategic session to develop a new action plan for implementing the National Strategy for Promoting Civil Society Development in Ukraine for 2025–2026.

During the event, representatives from national and international civil society organizations, relevant ministries, and the Secretariat of the Cabinet of Ministers of Ukraine discussed priority steps for the action plan to implement the National Strategy for Promoting Civil Society Development over the next two years. They also addressed issues that need resolution within the framework of the themes defined by the Strategy’s directions.

The discussion focused on four key strategic areas:

  • Cross-sectoral cooperation;
  • Participation of civil society in the socio-economic development of society;
  • Development of civil society organizations;
  • Tools for public participation.

One area of interaction with civil society institutions is consultative advisory bodies (CABs), including the IDP Councils. Anna Borysova highlighted a strategic model for transitioning from consultative advisory (providing advice) to consultative expert (offering expert consultations) bodies.

“This requires providing support and training for individuals involved in CABs, standardizing processes, and ensuring ongoing support from the authorities. Equally important is the capacity building of civil society organizations. During discussions with colleagues, an interesting comparison emerged of civil society acting as the shock absorbers of the country. When the country is under pressure or in crisis, the civil sector responds swiftly and flexibly, mitigating the impact and allowing the country to strengthen its support pillars,” explained the director.

The National Strategy for Promoting Civil Society Development in Ukraine is a document that outlines the goals and priorities for civil society development in Ukraine over a five-year period.

The implementation of the Strategy aims to:

  • Achieve sustainable development of a capable and independent civil society,
  • Ensure active participation of civil society in shaping and implementing public policy,
  • Strengthen partnerships between authorities and civil society,
  • Create a conducive environment for civil society development.

The Strategy is based on respect for diversity and inclusiveness, openness and transparency, accountability, voluntary participation, and equality of rights.
