How to Ensure Local Programs Meet IDP Needs: Webinar Insights

To ensure that local targeted programs effectively meet the needs of displaced persons, the first step is analysis and evaluation. This process helps determine whether these programs include the necessary support measures.

This was the key topic for participants at our May 28 webinar, “Analysis and Evaluation of Local Targeted Programs for Considering and Meeting the Needs of IDPs.”

We were joined by consultants from the Council of Europe project, “Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the Community Level.” Together with Alona Lunova (a Crimean human rights defender and Advocacy Director at ZMINA Human Rights Centre) and Yuliia Lisova (a lawyer and expert in IDP rights protection), we examined:

  • Why evaluating local targeted programs from an IDP perspective is so important;
  • What criteria can be used to determine the effectiveness of such programs;
  • How to organize an evaluation and which tools are best suited for program analysis.

“One of the focuses of the Council of Europe project, ‘Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the Community Level,’ has been creating policies and practices that account for the needs of IDPs. As part of this work, we are presenting the ‘Methodical Recommendations for Conducting Analysis and Evaluation of Local Targeted Programs on Considering and Meeting the Needs of IDPs.’ The document summarizes the outcomes of expert meetings with representatives from international and public organizations, state authorities, and local self-government bodies, which the Project organized in November 2024. We believe it will be a valuable tool for organizations that evaluate and develop local targeted programs and encourage everyone to share their experiences in applying it,” says Svitlana Butenko, Head of the Council of Europe project “Facilitating Access to Human Rights and Essential Services for Internally Displaced Persons and Returnees at the Community Level”.

We regularly conduct workshops, training sessions, and strategic sessions, and since last year, we’ve added webinars on relevant topics. This webinar offers an excellent opportunity not only to learn about the methodical recommendations but also to exchange experiences in evaluating local programs. Our partners have shared valuable information and resources that we trust you will find useful,” emphasizes Kristina Myronenko, Project Manager at the Charity Foundation “Stabilization Support Services.”
