How we supported the social protection system in November

From legal advice for social protection institutions to strategic sessions for IDP Councils — we continue to develop the project which allows to improve the quality of social services and their accessibility for IDPs and other persons affected by the war.

In November we held 107 events, including:

  • 11 workshops and 4 trainings for preventing burnout for employees of social protection institutions;
  • 2 educational events for IDPs under the title “Labour relations during a state of war”;
  • 17 events for development of the capacities of IDP Councils and 3 strategic sessions for them;
  • 6 meetings with the communities requiring consultations in connection with the implementation of the social protection system development plan;
  • 8 advocacy events for the institutionalization of social housing and housing solutions for IDPs at the community / regional level.

Project lawyers provided 1753 consultations to IDPs and other affected persons, as well as 531 consultations to social protection institutions.

We continue to provide technical support to social protection institutions. In November we transferred the following to the communities:

  • 25 uninterruptible power supply units;
  • 24 office supply sets;
  • 12 bicycles for social workers of territorial centres.

Nataliia Yefimova, first deputy head of the social protection department of the Romny city council: “There are 2872 IDPs in Romny. Their number increased by 300 over the last month. Within 9 months of the year 2024, the employees of the social protection institutions processed approximately 12 000 applications. We are, therefore, most grateful for the equipment and office supplies provided. This is very important. The modern equipment will improve the working conditions and simplify access to databases and resources. The need for uninterruptible power supply units was particularly strong during constant power outages. The equipment provided will definitely improve the quality and efficiency of our work aimed at helping IDPs in the Romny community”. 

Zinaiida Popova, head of the social protection department of the Hlukhiv city council:As of October 2024, there are 3300 registered IDPs in Hlukhiv. In September, their number increased by 1200. Within the first nine months of the year 2024, we processed more than 12 000 applications. This kind of activity requires not only significant effort but also technical support. We are most grateful to CF “Stabilization Support Services” for the equipment and office supplies provided which have a significant impact on the speed and quality of our work. This support is particularly valuable during constant power outages. Modern equipment ensures stable operation of our department and allows us to promptly process applications and provide the necessary assistance”.

Moreover, we joined the action “16 days of activism against gender-based violence”. From November 25 to December 10 we held thematic lectures with discussions and trainings for displaced persons and representatives of IDP Councils in 24 regions. Read more about these meetings at our website.

Olena Kapustina, regional project coordinator in the Dnipropetrovsk region: “In the city of Samar we held an educational event under the title “A safe community: practices for preventing and combating violence”, where we discussed the challenges faced by victims of gender-based violence and determined the ways to eliminate those challenges. The coach emphasized the definition of a woman’s place in the modern world: “A woman’s place is anywhere she wants to be”. Moreover, the matter of preventing and combating violence against children was discussed at the meeting. The participants clearly determined that combating violence requires a joint effort and cooperation”.We will continue to help with improving the social protection system in the target communities. We are implementing these initiatives as part of the Project “Supporting the Capacity of the Social Protection System to Register Internally Displaced Persons” funded by the United Nations Refugee Agency in Ukraine (UNHCR).
