Important news for internally displaced persons who submitted application for payment of IDPs living allowance through Diia but did not receive payments due to incorrect operation of the system.
Thanks to the work of CF SSS lawyers and the team of the Deputy Prime Minister of Ukraine – Minister for Reintegration of the Temporarily Occupied Territories of Ukraine Iryna Vereshchuk, more than 3 thousand IDPs will be able to receive their due benefits.
We should also note that we are conducting this activity with the support of UNHCR Ukraine – the UN Refugee Agency in Ukraine.
The decision was approved by the Decree of the Cabinet of the Ministers of Ukraine No. 923 dated 19.08.2022.
In short, the internally displaced persons who submitted application through Diia before April 30, 2022 and did not receive payments, can apply to the Social Protection authority to receive the unpaid amount of assistance.
To receive the assistance, a person must come to the Social Protection authority and submit an application.
It is also necessary to additionally submit information stored on media that confirms the fact of submitting an application through Diia application.
The assistance is assigned within 10 working days from the receipt of the application. This can be done until October 1, 2022.
After analyzing the requests sent to the Foundation and to the team of the Ministry of Reintegration, it was established that one of the largest categories are submissions of IDPs who, by April 30, 2022, submitted a certificate and an application for payment of assistance through Diia, but due to various reasons could not receive payments. The analysis of the situation showed that without an additional administrative decision, it is impossible to systemically solve the issue of issuing payments to such applicants. On the other hand, submitting a new payment application results in people receiving a payment assignment from the date of the new application. Our key objective was to ensure that IDPs were able to receive all the benefits they were entitled to from the date of their first application. This position and the draft of the decree received the support of the Deputy Prime Minister of Ukraine – Minister of Reintegration of the Temporarily Occupied Territories of Ukraine Iryna Vereshchuk.
We are very grateful to our colleagues from other human rights organizations, as well as from the Ministry of Social Policy of Ukraine and the Ministry for Digital Transformation for fruitful cooperation! These changes are important for improving the IDPs social situation.
