We have repeatedly published on our page the appeal of the Coalition of Public Organizations dealing with the protection of the rights of the victims of the armed aggression against Ukraine.
Back in 2014, the coalition united the efforts of organizations working on addressing the issues of protecting the rights of citizens affected by the aggression. One of the key directions of the Coalition during all these years has been the work on challenges pertaining to the rights, freedoms and interests of those affected by the war. However, after the start of full-scale aggression, the number of problems that we as a Coalition are addressing has increased many times.
Today, the Coalition identifies the following key challenges that need to be resolved:
- Absence of a comprehensive system of evacuation of the civilian population from the combat zone and the adjacent territories;
- Lack of proper registration of IDPs and analysis of their needs both in host communities and at the national level;
- Lack of an established model for long-term solution of housing issues of the affected population, in particular IDPs, persons whose housing was destroyed or damaged;
- Problems with enrollment in institutions of higher education in the absence of documents, confirmation of educational qualifications;
- Problems in issuing documents, in particular, complex and lengthy procedure for establishing an identity, identification of a person who has never had a passport;
- The need for significant improvements to digital services for IDPs;
- Support of Ukrainian citizens who were deported, forcibly relocated or, as a result of the actions of the aggressor state, found themselves on the territory of the Russian Federation and the Republic of Belarus;
- Lack of a defined status of the territories that came under control of the Russian army after February 24, 2022 and the mechanism for recognizing the territory as “de-occupied”;
- Lack of a coherent position of the state regarding the situation of citizens of Ukraine in the territories temporarily controlled by the aggressor state, as well as persons affected by the armed aggression against Ukraine;
- The need in information on IDPs to be systematized, regularly updated, provided in full and taking into account the regional context.
The solution of these challenges requires active participation and cooperation of all actors. Currently, the Coalition includes NGO Civil holding “GROUP OF INFLUENCE”, NGO Donbas SOS, NGO Crimea SOS, CF Right to Protection, CF East SOS, CO CF “Stabilization Support Services”, NGO ZMINA Human Rights Centre and NGO Crimean Human Rights Group.
