Legal Support for IDPs: How We Helped an IDP Recover Six Months of Delayed Social Benefits

A common hurdle for many IDPs is the delay in receiving living allowances and other social benefits. For many, navigating this alone and ensuring they’re rightfully compensated quickly is a challenge. Iryna’s case reflects this very struggle, and she turned to our Foundation for legal support.

Iryna, an IDP hailing from Donetska Oblast, found a new home in Dnipro. After becoming a mother last fall, she applied for the social assistance package offered to new mothers. Yet, months rolled by with no financial support arriving. As time went on, her IDP living allowance was also suspended.

Seeking clarity, Iryna reached out to both the local social protection department and the IDP hotline. She consistently received assurances that the issue would be addressed, but five months post the initial delay of maternity benefits, she still received nothing. At this point, she sought our Foundation’s legal support.

She swiftly liaised with the Chechelivskyi Raion’s Social Protection Department in Dnipro, unearthing a technical glitch within the EISS program (Unified Social Information System). Already next month, Iryna received six months’ worth of dues.

Alina reflected on this, “This was not a straightforward case due to the prolonged non-payment. On discussing with the department’s head, we realized a technical issue with the EISS (Unified Social Information System), which allocates living assistance, had caused the hiccup. After communicating with the software’s developers and rectifying the glitch, Iryna received her dues by May.”

Expressing her gratitude, Iryna remarked, “I extend my warm thanks to the Charity Foundation Stabilization Support Services. Six long months without any IDP and maternity benefits, and despite my numerous pleas, there was silence. It was only after reaching out to this Foundation that I saw results. A heartfelt thanks to Alina for her dedication.”
