Online Webinar “Housing Policy and Solutions to Ensure Housing Rights of IDPs”

This year, we continue to build the capacity of IDP Councils by providing them with organizational and methodological support. In particular, we have planned a series of webinars with the participation of experts covering various issues that Council members should be aware of. Such training will help to strengthen the capacity of these advisory bodies. It will form the foundation for an effective dialogue with the authorities on the rights and freedoms of IDPs.

We held our first webinar in late February on “Housing Policy and Solutions to Ensure Housing Rights of IDPs”. The event was aimed at raising awareness among IDP Council members about the government’s housing policy, the role of the Councils in ensuring the housing rights of IDPs, and mechanisms for attracting resources for the implementation of long-term housing solutions.

Invited guests opened the webinar: Oleksandr Khoroshavin, Senior Specialist for Durable Solutions at UNHCR, Valeriya Vershynina, Chairperson of the Board of Directors of the CO CF “Stabilization Support Services”, and Oleksiy Bruslyk, Deputy Minister for Digital Development, Digital Transformation, and Digitalization of the Ministry of Reintegration.

The speakers of the event were Oksana Savytska, Leading Lawyer at the CO CF “Stabilization Support Services”, Anton Krasov, Social Housing Coordinator of the CO CF “Stabilization Support Services”, and Mykola Marchuk, Chairman of the Board of the State Youth Housing Agency.

The experts addressed the following issues:

  • Creation of a social housing stock
  • Creation of a temporary housing stock for IDPs
  • Features of housing queues
  • Possibilities of implementing housing programs in cooperation with the State Youth Housing Agency
  • Provision of loans to IDPs at the expense of a grant from KfW
  • Compensation (credit) programs for the purchase of housing by IDP servicemembers
  • Government program “eOselia”
  • The role of the IDP Council in the process of development, implementation, and monitoring of a targeted housing program

During the meeting, the participants had the opportunity to share their experiences and ask questions. In 2023, we established 105 IDP Councils in 21 oblasts.

The webinar was held within the framework of the Supporting the Capacity of the Social Protection System to Register Internally Displaced Persons project funded by the UN Refugee Agency in Ukraine (UNHCR).
