
Following the July 11 resolution to modify IDP support strategies, our legal team has received numerous inquiries from IDPs about these changes.
A woman from Mykolaivska Oblast, registered as an IDP since March 5, 2022, approached us after giving birth, wondering if she could secure an IDP certificate and associated social benefits for her child.
In this article, we will clarify who can register as an internally displaced person and obtain an IDP certificate for their child starting August 1 of this year.
We inform affected people as part of the Supporting the Capacity of the Social Protection System to Register Internally Displaced Persons project supported by the UN Refugee Agency in Ukraine.
QUESTION:
Can a child born to an IDP family, qualify for an internally displaced person registration certificate?
ANSWER:
Yes.
EXPLANATION:
From August 1, 2023, individuals eligible for an IDP certificate include, in particular:
- People who left or abandoned their homes due to the impact or the desire to avoid the negative consequences of:
- armed conflict,
- temporary occupation,
- widespread violence,
- human rights violations,
- natural or man-made disasters*,
if they resided in the territories included in the list of territories approved by the Ministry of Reintegration** where hostilities are (were) conducted, which temporarily remain outside the control of the Government of Ukraine, and for which the date of the cessation of hostilities (cessation of the possibility of hostilities) or temporary occupation has not been determined;
2) People whose homes were rendered uninhabitable or destroyed as a result of the Russian Federation’s war against Ukraine.

WHICH CHILDREN ARE ELIGIBLE FOR AN IDP CERTIFICATE?
All children, whether they arrived alone without parents/legal guardians or were born to an internally displaced individual***, are eligible for an IDP certificate.
Note! A child born to an IDP is entitled to a certificate, irrespective of the parent’s original location.
