
How can internally displaced persons secure temporary housing? We’ve assembled a step-by-step guide explaining the terms and procedures to obtain such accommodation for IDPs who have lost their homes.

As part of the project Supporting the Capacity of the Social Protection System to Register Internally Displaced Persons, funded by the UN Refugee Agency in Ukraine, we are creating resources that provide information and support for those affected by the war.
UNDERSTANDING TEMPORARY HOUSING
Temporary housing constitutes residential premises that meet sanitation and technical specifications and are intended for the short-term habitation of individuals who are without or have lost their permanent residences.
This form of accommodation is provided to individuals for whom it serves as the sole residence and whose total income is insufficient to purchase or lease another type of accommodation.
PROCEDURE FOR TEMPORARY HOUSING REGISTRATION FOR IDPS*:
- Complete an application (registration form)
- Prepare the required documents.
- Submit your application and documents to the local village, town, or city council, or their appointed body.
**Hereinafter, we refer to the registration of citizens in need of temporary accommodation and/or obtaining housing from the stock intended for temporary accommodation of IDPs. .
REQUIRED DOCUMENTS (COPIES) INCLUDE:
- Identity documents that validate Ukrainian citizenship. If an authorized person submits these, a copy of their power of attorney must also be included.
- IDP registration certificates for all family members (if available).
- Documents certifying the relationship between the applicant and all their family members (provided by the registry office or court).
- Taxpayer’s ID number (not necessary for individuals who have renounced this number and have it indicated in their passport).
- Documents validating the grounds for accommodation priority.
PRIORITY CRITERIA FOR TEMPORARY HOUSING ALLOCATION:
Priority is determined by the number of points an IDP accrues.
Priority criteria are assigned to families with the highest score (consisting of general criteria):
- Families with three or more children — 27 points
- Families with two children — 26 points
- Families with one child — 25 points
- Families with pregnant women — 24 points
- Families with people who have lost their ability to work — 23 points
- Families with retirees — 22 points

If there is a tie in points, priority goes to the person who registered their application earlier.
CIRCUMSTANCES THAT DO NOT ALLOW REGISTRATION FOR TEMPORARY HOUSING:
An individual may not register for temporary housing if they:
- Are not registered as an IDP.
- Fail to submit the necessary documents (unless they were destroyed or damaged).
- Submit documents containing false information.
Remember! IDPs who are registered for temporary housing can still register for other housing or housing improvement programs.
