
The purpose of the Memorandum is to consolidate efforts in the field of protecting the rights and supporting internally displaced persons and other vulnerable groups, as well as to minimize the negative consequences of the Russian Federation’s full-scale armed aggression against Ukraine.
Key areas of cooperation include strengthening the social protection system’s capacity, improving the monitoring and evaluation of social service quality, organizing psychosocial support for employees, and conducting joint information and advocacy activities.
Particular attention will be paid to improving the response to violations of the rights of internally displaced persons, older persons, persons with disabilities (including children with disabilities), low-income persons, and other vulnerable groups in Ukraine.
