The Council on Internally Displaced Persons under the Zavodske Settlement Council (Mykolaivska Oblast) held its first expanded meeting with its new members. The key topic of the meeting was updating the 2026 operational plan, with a focus on addressing housing issues.
The regional team of the Charity Foundation “Stabilization Support Services” in Mykolaivska Oblast joined the meeting. Our experts explained how to register unclaimed inheritance and recognize property as ownerless, how to form and keep records of community property, including potential temporary housing.
During the discussion, participants focused on making operational plan changes to enable effective advocacy on housing issues affecting internally displaced persons in the community.
“Housing issues cannot be resolved without an audit and a clear strategy. We have provided the IDP Council with expert support on these issues. This will allow us to audit the available housing and understand the community’s resources. In the long term, this will help attract donor funds for the repair and refurbishment of housing,” says Olena Kaplii, regional project coordinator in Mykolaivska Oblast. We support IDP Councils through the Support to the Capacity of Government Institutions and Local Hromadas to Strengthen Social Protection Systems in Ukraine project, implemented with the support of UNHCR, the UN Refugee Agency in Ukraine.
