The project was launched in 2022 and covered 44 territorial communities from 17 oblasts of Ukraine: Vinnytska, Dnipropetrovska, Donetska, Zaporizka, Kyivska, Kirovohradska, Lvivska, Mykolaivska, Odeska, Poltavska, Sumska, Ternopilska, Kharkivska, Khersonska, Khmelnytska, Cherkaska, Chernihivska and the displaced institutions of Luhanska oblast. The project team carried out:
- Procurement of special equipment and machinery;
- Methodological support for employees of the social protection system;
- Information and legal support for IDPs, a public campaign to inform them about the procedure for obtaining an IDP certificate and increase public confidence in the social protection system;
- Development of standard operating procedures for the unified provision of the IDP registration service.
“Given all the challenges facing Ukraine, UNHCR in Ukraine is committed to strengthening the technical capacity of the social protection system to speed up the registration of internally displaced persons. Importantly, together with our partners, we go beyond providing technical assistance. We believe that training for social protection workers and an information campaign among internally displaced persons will lead to increased protection of displaced persons, help identify their needs, and improve access to assistance,” said Karen Whiting, Deputy Representative at the United Nations High Commissioner for Refugees (UNHCR) in Ukraine.

2 LARGE-SCALE SOCIOLOGICAL STUDIES
We studied the capacity of 69 displaced/evacuated social protection institutions and organizations to provide social services under conditions of war. Based on these studies, two reports were developed, including a description of the activities of these organizations under martial law, identification of the main problems in their operations, and professional recommendations for improving the situation.
