
What are public investments? How are they related to local programs? What role do IDP Councils play in developing programs?

Together with Serhii Yatskovskyi, Executive Director of the Association of Territorial Communities of Khmelnytska Oblast, national expert on local self-government, coach, and member of the IDP Coordination Council in the Khmelnytsk City Territorial Community, we discussed:
- Changes in public investment management;
- How public investment relates to the needs of IDPs;
- How the DREAM digital platform facilitates the review of investment projects and monitors their implementation.
“Ukraine’s transition to European standards of public investment management involves the introduction of a systematic approach to planning, selecting, and financing investment projects. Within the public investment management (PIM) system and the Single Project Portfolio (SPP), only those projects that are integrated into local targeted programs and aligned with the development priorities of local communities are eligible for funding. In this context, the local IDP Council can perform an important expert and advisory function by providing analysis of data on the needs of displaced persons and initiating the inclusion of relevant measures at the project development stage. This approach improves the quality of project proposals and allows for the social component to be taken into account when selecting projects in the PIM and SPP,” notes Serhii Yatskovskyi.
