
The CF “Stabilization Support Services” team has identified useful online platforms for coordinating housing restoration processes while implementing humanitarian projects aimed at repairing homes in war-affected communities. According to Yuliya Suchok, the project manager of the Provision of Lifesaving Winterization, NFI, and Shelter Support to Conflict Affected Populations in Ukraine project, these online resources help coordinate actions with other organizations and funds. They also minimize instances where multiple donors assist the same communities and individuals. Examples of such tools include electronic restoration management ecosystems:
- DREAM collects, organizes, and publishes open data at all stages of recovery projects in real-time. The platform ensures transparent and efficient national, regional, and local implementation. Through DREAM, international organizations can select projects for funding via a common “project showcase.” They also monitor how grant funds are utilized. With access to all procurement information, regular work progress reports, and audits, investors can track the progress of each funded project. - SIDAR. This coordination platform contains information on damaged or destroyed housing in war-affected regions of Ukraine. This tool combines a database of damaged housing assessments at the household level with a coordination tool used by NGOs implementing housing recovery projects and local government representatives coordinating the eRecovery program. - Uneeds. In response to armed aggression against Ukraine, the Ministry of Community and Territory Development of Ukraine, in collaboration with the Reform Support Office, commissioned the Uneeds EIS platform for the utility sector. This platform provides heating, water supply and sanitation, gas and electricity supply, and waste management companies a venue to highlight their critical materials and equipment needs.
