
On March 27–28, a seminar on the development of the social protection system for community leaders from Odeska Oblast was held in Odesa with the support of UNHCR, the UN Refugee Agency in Ukraine.
The seminar aimed to help communities:
- Establish the delivery of social and administrative services.
- Identify current challenges and develop strategies to overcome them.
- Find effective tools for resource management, service quality improvement, and fundraising.
The event focused on practical solutions and approaches to help communities strengthen their social protection systems and respond more effectively to present-day challenges.
The seminar agenda included:
- Organization of social and administrative services.
- Establishment of Social Services Centers.
- Development of social passports.
- Implementation of the social commissioning mechanism.
- Prospects for cooperation with UN agencies to support social infrastructure.
The seminar was attended by 25 local government representatives from 23 communities across Odeska Oblast.
“Today, the territorial community, as the governing body closest to the people, plays a crucial role. It is within the community that individuals can expect prompt and comprehensive assistance during difficult times. It was vital for us to engage with the heads of territorial communities, as they are the ones who shape local policy, including social policy.
The event was highly informative and interactive. It showcased the achievements and best practices of communities in Odeska Oblast, highlighted challenges in building the social protection system, and presented opportunities for support from international and national partners. We are confident that this collaborative format will help activate socially-oriented communities,” said Yuliana Hasanbekova, Coordinator for Social Passport Development, Charity Foundation “Stabilization Support Services.”
We will continue to help improve the social protection system in our target communities. These initiatives are part of the Support to the Capacity of Government Institutions and Local Communities to Strengthen Social Protection Systems in Ukraine project, implemented with the support of UNHCR, the UN Refugee Agency in Ukraine.
