Radnyk Programme

Radnyk (Ukrainian for ‘advisor’) is a long-term project that provides systematic assistance to state bodies and NGOs for addressing the social consequences of the conflict in Donbas and the occupation of Crimea. The programme is primarily a network of liaison officers who provide consultational, organizational and other types of assistance to social protection bodies as well as governmental and non-governmental institutions. This happens locally and at the state level.

Our ‘radnyks’ work with top government bodies, including the Ministry of Temporarily Occupied Territories and IDPs, the Ministry of Social Policy and various committees of the Verkhovna Rada. Since the programme’s onset in 2015, twenty five radnyks have provided over 1000 services a month on regional and national levels. These primarily consist of consultations for public officials and citizens, clarification of legislation, analysis and monitoring of implementation of relevant procedures.

Radnyk is implemented by the Canadian NGO Stabilization Support Services with the financial support of the British Embassy Kyiv. The activities of Stabilization Support Services in Ukraine support the peacebuilding and reconciliation efforts of governmental and non-governmental institutions. We strongly believe that these are the basis for long-term stability, social cohesion and sustainable development.

We support peacebuilding and reconciliation efforts as a basis for long-term stability of governance, for societal trust in the integrity of government bodies as well as for sustainable development. Stabilization Support Services strengthens social security programs implemented by the Ukrainian government by ensuring the involvement and empowerment of all Ukrainian citizens, especially vulnerable populations.

As a result of the programme, we managed to reduce the reaction time of the Ministry of Social Policy to requests from conflict-affected citizens from 6 months to several days. In give cities of Ukraine, medical insurance for internally displaced children was introduced. More than 600,000 Ukrainian citizens received necessary assistance within the programme.
