Support to the Capacity of Government Institutions and Local Hromadas to Strengthen Social Protection Systems in Ukraine | 2026

In 2026, the Charitable Organization “Charity Foundation ‘Stabilization Support Services'” continues the Support to the Capacity of Government Institutions and Local Hromadas to Strengthen Social Protection Systems in Ukraine project.

The project is implemented thanks to the support of UNHCR, the United Nations Refugee Agency in Ukraine, and covers 23 oblasts: Vinnytska, Volynska, Dnipropetrovska, Donetska, Zhytomyrska, Zakarpatska, Zaporizka, Ivano-Frankivska, Kirovohradska, Kyivska, Lvivska, Mykolaivska, Odeska, Poltavska, Rivnenska, Sumska, Ternopilska, Kharkivska, Chernivetska, Cherkaska, Chernihivska, Khersonska, and Khmelnytska.

Priority areas of the project for 2026:

• Providing institutional, technical, and advisory-methodological support to institutions operating in the social protection sector;
• Supporting the capacity development of IDP Councils that represent the rights and interests of internally displaced persons at the local level;
• Conducting advocacy campaigns to improve normative legal acts in the field of IDP rights protection;
• Supporting the work of the Ombudsman’s Office in selected regions to monitor compliance with IDP rights.

Planned activities for 2026

1. Support for social protection system institutions:

• Advising representatives of social protection institutions on matters regarding the social protection of IDPs;
• Developing and implementing targeted training programs for employees of social protection institutions and non-governmental organizations, with a special focus on the needs of older people and people with limited mobility (in accordance with CMU Resolutions No. 888 and No. 1169);
• Conducting activities to counteract professional burnout for employees of social protection institutions;
• Organizing regional, inter-regional, and All-Ukrainian forums/workshops for employees of social protection institutions and non-governmental organizations;
• Monitoring social protection institutions according to the updated methodology (regions under the responsibility of the UNHCR office in Dnipro);
• providing bicycles, scooters, stationery sets, laptops, and charging stations for 144 institutions.

2. Support for IDP Councils:

• Conducting the third wave of mapping IDP Councils;
• Assessing the capacity level of IDP Councils according to the developed methodology;
• Providing mentoring support, advising members of IDP Councils, and supporting meetings and training events;
• Supporting exchange visits for IDP Councils;
• Conducting strategic sessions to develop strategic and operational work plans for IDP Councils;
• Conducting professional burnout prevention sessions for members of IDP Councils (for regions under the responsibility of the UNHCR office in Dnipro);
• Organizing regional, inter-regional, and All-Ukrainian forums of IDP Councils;
• Distributing the educational video course “IDP Councils: From Adaptation to Impact” and involving council members in the training;
• Maintaining and developing the IDP Councils Portal website.

3. Support for communities:

• Conducting seminars for heads of territorial hromadas to increase the organizational capacity of local self-government bodies (for regions under the responsibility of the UNHCR office in Odesa);
• Supporting communities in updating and developing social passports and medium-term social service development plans (in selected oblasts).
